I never found the cause for this error:
The number of connections to this computer is limited and all connections are in use right now. Try connecing later or contact your system administrator.

In the end I did a hard power down of the machine and rebooted. The error never returned.
I tried these links all to no avail:
- Could not login, and remote registry editing and remote PowerShell were disabled: [FIX] The Number Of Connections To This Computer Is Limited And All Connections Are In Use Right Now

- Disconnecting networks didn’t work: login – Windows 8 cannot log in into a locked computer – Super User.

Here is another fix for anyone searching where the cold reboot doesn’t fix it. You get “The number of connections to this computer is limited and all connections are in use right now” for local accounts and “invalid username or password” for domain accounts. (and the same “The number of connections to this computer is limited…” when using a domain account with the network cable unplugged using cached credentials).
From another PC, use PSexec (or a remote connection via services.msc) and stop the remote desktop service (net stop termservice).
Now you can logon to the PC with a local administrator account or a cached domain user account.
3.Finally, install all windows updates and reboot – usually you will see a recent failed update that was likely the cause of this issue.
You should be able to log in again with the domain account and no longer get the “invalid username or password” message
