Most code is C++ with bits using the QML language of the Qt cross platform UI library.
It reminded me of the Kylix days: the first Linux version of Delphi where the CLX GUI framework was a rework of VCL but based on Qt instead of Win32 GDI.
The downloads are at [Wayback/Archive] Webcamoid, The ultimate webcam suite! with installable and portable versions of 32-bit and 64-bit for Linux, Mac and Windows (I have tried the latter, see below why).

Note the downloads also mention virtual camera driver which I have not tried [Wayback/Archive] webcamoid/akvirtualcamera: akvirtualcamera, virtual camera for Mac and Windows
akvirtualcamera
is virtual camera implemented as a DirectShow filter in Windows, and as a CoreMediaIO plugin in Mac.

Note that due to the Qt dependency, it is quite a large download (~100 megabytes) and install (~200 megabytes), but the stability is worth it.
Anyway: it works way better than these web cam viewers I used in the past which (after upgrading from Windows 7 to Windows 10) just stopped working:
